About Us
Peninsula Community Mental Health, registered in the State of Washington in 1971, is a nonprofit organization and recognized as a 501(c)(3) organization.
The agency is licensed by the Division of Mental Health as a community mental health center, is certified as an Outpatient Chemical Dependency Treatment Program (with specialty to serve persons with dually diagnosed psychiatric illness and chemical addiction), and is licensed by the Department of Health for its supervised residential program.
The agency is governed by an eleven-member Board of Directors. A multi-disciplinary staff of professionals include psychiatrists, psychiatric nurse practitioners (ARNPs), psychiatric social workers, licensed mental health professionals, psychiatric nurses, clinical case managers, and chemical dependency professionals.

Peter O. Casey, MSW, MA, Executive Director - peterc@pcmhc.org
Peter O. Casey began as the executive director of Peninsula Community Mental Health Center on April 17, 2006. Peter comes to PCMHC with almost 30 years experience in the mental healthcare field. For the last 5 years he has been the executive director for the Richard Hall Community Mental Health Center in Belle Meade, New Jersey. He has also been the administrative liaison between East Mountain Hospital and Carrier Clinic, a private non-profit third party management group, as well as maintaining a private counseling practice. Peter brings his experience in organizational development of a mental health agency, public relations, as well as clinical expertise. During his time at RHMCH he was able to develop programs that met community needs, support staff with increased training and educational opportunities, diversify funding, and obtain JCAHO certification for the agency. That this was accomplished with minimal employee turnover speaks well for his management style which, when talking with his supervisors and subordinates, was characterized as inclusive, respectful, and measured.

Hired in August, 1993. Oversees Agency's personnel policies, procedures and practices, to include employment process, compensation, student and volunteer placements, staff relations, employment law compliance, safety and health. Responsible for benefits administration.
Diana Baum, Finance Director - dianab@pcmhc.org
Diana Baum assumed the position of Finance Director at Peninsula Community Mental Health Center on July 2, 2007. Since 2000, she has been Chief Financial Officer of Landmark on the Sound, the Masonic Retirement Center of Washington located in Des Moines. She was promoted to that position following a year as their Nursing Home Administrator. Previously, Ms. Baum was Director of Accounting for Horizon House, a 500 resident non-profit continuing care retirement facility. Beginning in 1988, she spent a decade as Controller and, subsequently, Administrator of Columbia Lutheran Home, a 122 bed non-profit skilled nursing facility.
Dr. Mark Eisenstadt, MD, Medical Director - marke@pcmhc.org
Hired in August, 1985 as Medical Director. He is a Board Certified Psychiatrist and licensed as a physician in the State of Washington. He provides psychiatric evaluations, consultation with physicians, and medication management; provides education and consultation to the medical staff, and clinical treatment teams, and administrative policies.
